Muongozo wa waalimu wa kujitolea 2023, For a long time the Government of the United Republic of Tanzania through the Ministry of Education, Science and Technology (WEST) and the Office of the President – Regional Administrations and Local Governments (OR- TAMISEMI) is focused on finding the intentions to ensure that our schools and colleges have enough teachers, infrastructure and enough learning and teaching equipment.

The implementation of these responsibilities has been done through various strategic plans to improve and strengthen education at the bottom. Some of those strategic plans are: MMEM (2001), MEMKWA (2003), MMES (2004) and Free Education (2016). These strategies encouraged an increase in the enrollment of students in schools and colleges, thus leading to a large increase in the need for teachers in the country.

Despite the various efforts of the government, there is still the importance of using university-qualified teachers who have not yet been employed to improve their careers and expertise while waiting to be hired by the government or private institutions. This situation will help these teachers who volunteer to teach various subjects to support learning and teaching in schools.

Although these teachers have had a positive contribution in improving the academic development of students, yet the School Leadership is faced with the challenge of affording the living expenses of the teacher who dedicates himself to them.
