Minister of Education, Science and Technology Prof. Adolf Mkenda Wednesday, October 4, 2023 has launched the ‘Guideline for Granting Loans to Diploma Students’ and said that in the academic year 2023-2024 a total of TZS 48 billion has been set aside to benefit 8,000 diploma level students.

The guide is available on the websites of the Ministry of Education, Science and Technology (www.moe.go.tz), the Higher Education Student Loans Board (www.heslb.go.tz) and the National Council for Vocational Education and Vocational Training (NACTVET) – www.nactvet.go.tz.

Speaking at the short launch event of the Guide held in Dar es Salaam, Prof. Mkenda has said that the students who will benefit from the loans are those studying Health and Allied Sciences; Education (Education); Transport & Logistics; Engineering and Energy (Energy Engineering); Mining & Earth Science; and Agriculture and Livestock (Agriculture & Livestock).

“In these fields, there are specific programs that are in the Guide that we would like students not to read… so it is important to read the Guide on the website to understand them…” said Prof. Mkenda in the event held at the offices of the Higher Education Student Loans Board (HESLB).

Prof. Mkenda added: “The government has built Hospitals, Dispensaries and Health Centers throughout the country that need professionals. The government has also built and renovated schools that need science teachers. The government is also implementing major reforms in the Oil, Gas and Mining Sectors and the Agriculture sector through the BBT – Building Better Tomorrow program … so we need experts in these areas,”.

Speaking at the event, the Chairman of the Board of Directors of HESLB which will provide the loans, Prof. Hamisi Dihenga HESLB is ready to implement the decision to grant loans to diploma students.

The Executive Director of HESLB Abdul-Razaq Badru has said that the window for receiving applications through the Internet is from October 7 – 22, 2023 and that HESLB will start providing education about the correct application of the loans.

HESLB executes one of the key mandates in administering loans to students pursuing higher education. Every year, the Board prepares the Loan Application almanac to guide on the process of loan issuance to needy and eligible students. As per the almanac, Loan Application Window opens once annually. Both undergraduate and postgraduate students who are eligible are invited to apply.

Criteria on eligibility and the application process is stipulated in the Loan Application Guideline for the respective year which can be downloaded on this site. Prospective applicants are encouraged to read the guidelines carefully, prepare the prerequisites and make their application online through the Online Application and Management System (OLAMS).
