In a statement released on Saturday, February 14, the country’s Ministry of Gender confirmed it is aware of allegations that a foreign man allegedly engaged with Ghanaian women, recorded the encounters, and later shared the material online.

The Ministry emphasized that non-consensual recording and distribution of intimate content is a serious criminal offence, describing it as a violation of privacy and human dignity. It called for immediate investigations into the matter.

The controversy has also triggered strong reactions in Kenya, where related content has circulated widely on social media, raising concerns about digital sexual exploitation and online safety.

“The non-consensual recording and distribution of intimate images is a criminal offence and a clear violation of dignity and privacy,” the Ghanaian government stated.

Authorities further indicated that the suspect may no longer be in Ghana but stressed that this does not lessen the gravity of the allegations.

The statement noted that, prior to the emergence of these reports, the Ministry of Gender had already been collaborating with the Ministry of Communication to address image-based sexual abuse.

“These ongoing efforts include digital safety interventions, engagement with online platforms, and the establishment of reporting and takedown mechanisms for abusive content,” part of the statement read.

The Ministry added that it is working alongside other government agencies, law enforcement, online platforms, and international partners to facilitate the removal of harmful content and explore cross-border cooperation.

Viral Foreigner in Kenya Sparks Public Anger

The developments follow intense online debate in Kenya after a foreign man, who claimed to be Russian, became a trending topic on social media for posting a series of videos showing him approaching women in public places.

Clips shared widely over the past two days depict the man striking up conversations with women in locations such as malls, streets, and supermarkets in Nairobi and Mombasa.

In the footage, he is seen complimenting the women, requesting their phone numbers, and later inviting them to meet him at his short-stay apartment — in some cases within hours of their initial interaction.

Unverified reports have suggested that the man may have used smart glasses, possibly Ray-Ban Meta glasses, to record the encounters without the women’s knowledge.

The videos have since drawn widespread criticism, with many Kenyans urging the Directorate of Criminal Investigations (DCI) and other relevant authorities to investigate and take appropriate action.
