Terms of Reference: Agricultural Input Supply and Technical Support for Demonstration Plots in Tanzania
Project: Water for Resilient Communities and Food Systems in Northern and Southern Highlands, Tanzania
Background:
Rikolto, in partnership with Simusolar, is executing a three-year initiative funded by the Flemish Government’s G-STIC CAP Program. Commencing on February 1, 2023, and concluding on June 30, 2026, the “Kilimo Stahimilivu” project aims to promote and expand the adoption of integrated solar-powered drip irrigation systems among smallholder vegetable and fruit farmers in Tanzania’s Northern and Southern Highlands. The goal is to enhance farmers’ resilience to unpredictable weather patterns and to conserve water resources.
The project targets approximately 9,000 farmers across the Arusha, Kilimanjaro, Mbeya, and Songwe regions. Learning will be facilitated through at least 40 demonstration farmers showcasing the use of integrated solar-powered pump and drip irrigation systems. As of January 2024, the project’s reach has extended to six additional regions: Iringa, Njombe, Manyara, Tanga, Morogoro, and Dodoma.
Objective:
Rikolto seeks to engage two agricultural input suppliers—one based in Northern Tanzania and another in Southern Tanzania—to provide necessary horticultural inputs and associated technical expertise for the establishment of at least 40 demonstration plots. These plots will illustrate the technical and economic benefits of integrated solar-powered drip irrigation systems already installed by selected farmers in the specified regions.
Scope of Work:
•Input Provision: Supply appropriate horticultural inputs to at least 40 farmers for the development of demonstration plots.
•Technical Support: Offer guidance on best practices for setting up and managing these plots.
•Additional Activities: Potentially extend support to supply inputs during agricultural exhibitions, such as the Nane Nane event.
Qualifications:
•Bachelor’s degree in Agronomy, Horticulture, or General Agriculture from a recognized institution.
•Official registration with relevant governmental bodies (e.g., company registration, agro-dealer certification, agro-shop licensing, or Village Based Advisor accreditation).
•Compliance with governmental requirements, including the issuance of Electronic Fiscal Device (EFD) receipts.
•Minimum of three years’ experience in supplying agricultural inputs and providing technical support to rural farmers in the Arusha, Kilimanjaro, Mbeya, or Songwe regions.
•Alignment with the objectives and methodologies of the Kilimo Stahimilivu project.
•Ability to operate independently.
Budget:
Applicants should present a clear and justified budget in Tanzanian Shillings, detailing estimates for required agricultural inputs and related operational costs (e.g., technical personnel, vehicle hire). This proposed budget will serve as the foundation for final budget negotiations and subsequent agreements.
Duration:
The assignment is slated for completion through demonstration plots, following a collaboratively developed and agreed-upon work plan, by January 31, 2026, in the Arusha, Kilimanjaro, Mbeya, and Songwe regions.

Proposals should include completed pricing for the listed items attached to this Terms of Reference and a detailed methodology for executing activities on a one-acre demonstration plot for crops such as avocado, papaya, capsicums, karela onions, and watermelon.
