The Regional Manager’s office TANROADS – Singida, on behalf of the Chief Executive, TANROADS intends to recruit qualified and competent Staff to fill the following vacant posts on contracts bases within the Region. Successful applicants must be ready to work for considerable lengths of time in Singida Region within the project area if situation war­rant.

POSITION TITTLE: DRIVERS (2 POSTS)

Scope of position

The successful candidate should be ready to work for considerable lengths of time when required under minimum supervision.

Key qualifications

  • Holders of Certificate of Secondary Education Examination with Basic Driving Course offered by VETA or any other recognized institution and driving license.
  • Grade C or E with good track record in driving for not less than one (1) year.
  • At least three years’ Experience.
  • Age: Not above 35.

Apart from professional qualifications requirements outlined in the position, candidates to assume the positions must be trustworthy, responsible, reliable, accountable and with high degree of integrity.

POSITION TITTLE: TOPOGRAPHICAL SURVEYOR (1 POST)

The Topographical Surveyor shall be fully responsible for conducting and supervising the survey team. He/She will be responsible for planning of the fieldwork, select known survey reference points, and determine the precise location of important features in the survey area. He/she shall be responsible for searching legal records, look for evidence of previ­ous references survey points (geodetic reference points and national bench marks) and analyse the data to determine the location of boundary lines and record the results of the survey, verify the accuracy of data, and prepare plans, maps and reports.

The Topographical Surveyor shall be a holder of Advance Diploma in Land Surveying or equivalent. He/She must be registered as a Land Surveyor. He/she must have at least six (6) years of cumulative experience related to Land surveying activities. He/she must have served as a Topographical Surveyor on at least two (2) projects of similar magnitude and complexity within the last 6 years. Knowledge in computer applications and fluency in written and spoken English are mandatory.

POSITION TITTLE: MATERIAL ENGINEER (1 POST)

The Materials Engineer shall be responsible for conducting and supervising the materials investigation with a view to achieving optimal design and construction strategy.

He/She shall carry out the pavement design and should be conversant with current prac­tice in testing and pavement construction techniques.

He/She must be a registered professional Civil Engineer with a degree in Civil Engineer­ing or equivalent qualification. A postgraduate qualification in geotechnical or pavement engineering is an added advantage.

He/She must demonstrate the following qualification: possess five (5) years of cumulative experience related to materials testing, soils investigation and pavement design and con­struction of roads and bridges; served in similar capacity in at least two (2) assignments of similar nature in the last 5 years. Additional years/assignments will be an added advan­tage. Fluency in written and spoken English is mandatory.

Context and environment

Candidate profile

• Atleast 2 years’ experience in hands-on maintenance preferably in lubricants/ oil manufacturing plant esp.
Pumps, thermic fluid heaters, compressors stc
• Degree/ diploma in either of engineering discipline – mechanical/ electrical/ instrumentation
• Basic computer skill, supervisory, manpower utilization skills, trouble shooting of equipments. – autoCAD

Title : Regional Human Resources Advisor

Location : Africa-based; candidates must have work authorization in one of our countries of operation

Reports To : Sr. Director, International HR

Estimated Travel : Up to 30-40% (COVID travel restrictions permitting)

  • Required visits to Country Offices within Region (minimum one week per visit)
  • Occasional internal conferences & events (e.g. HR Conference)
  • Short Temporary Assignments as needed, e.g backstopping Country HR Partner

How will you fight for an AIDS-free generation?

The Regional HR Advisor will provide hands -on HR guidance and support to assigned EGPAF country programs in Africa. Under the supervision of the Sr. International HR Director, and working in close collaboration with the international HR team in the US, the Regional HR Advisor builds the capacity of country HR teams and assists them to develop their HR function. The incumbent advises on and promotes HR policies and strategies in the assigned region and helps align all country offices in their implementation.

No two days are alike at EGPAF, but what can you expect in this role?

  • Provides remote and in-country generalist HR support to 6-7 assigned EGPAF country offices covering full range of HR issues, with a focus on recruitment, performance management, employee relations, HR compliance, and HR systems support.
  • Conducts regular support visits, both in-person and virtual to assigned country offices,
  • Provides ongoing advice, guidance and coaching to country HR partners (HRP’s) & teams, assisting them to implement EGPAF HR policies, systems, goals and standards. Coaches country teams to resolve complex HR issues.
  • Carries out country HR compliance and risk reviews, advising HR staff on compliance issues, looking for trends across countries and following up and supporting the resolution of irregularities.
  • Provides rapid support for critical employee relations & disciplinary issues and HR emergencies.  Provides temporary HR cover when key HR personnel depart, to ensure continuity.
  • Assists country offices to manage key transitions, including COVID-related changes, surge support (in countries experiencing rapid upscaling), close-out support, change management etc. Participates in project transition teams and calls.
  • Supports the recruitment and comprehensive orientation / onboarding of new HR partners in country, including provision of coaching and general support.
  • Provides intensive HR systems / technical support and training to each assigned country, including support with managing the Foundation’s performance management system, HRIS, learning & development systems, etc.
  • Monitors country HR data and information systems to ensure accurate and timely reporting of HR data. Performs periodic audits and reconciles records to ensure all employee details are accurately captured.
  • Ensures detailed reporting of all employee relations issues, safety / security issues, and other key concerns. Facilitates open channels of communication between country HR and the international HR team, e.g. through sharing monthly reports / updates from each country.
  • Supports the recruitment of key regional and country level roles in liaison with country HR and the senior management team.
  • Assists with planning, facilitating and leading country-focused staff training initiatives, both remote and in-person, including management / leadership training programs, DEIB training, conduct in the workplace etc.

To be successful, you will have:

  • Relevant Bachelor’s degree or equivalent HR qualification
  • 8-10+ years of professional experience in HR
  • In-depth knowledge of human resource information systems (user and administrator), and automation of HR processes
  • Willing to travel when required with flexibility to occasionally spend extended periods in specific countries during emergencies (up to 1 month at a time)
  • Expertise in national labour law, employment legislation & employment practices in the Africa context
  • Culturally astute, respectful and tolerant, able to promote and support diversity in the workplace, and able to gain the trust and respect of peers

Bonus points if you have:

  • Regional/international HR experience
  • Multi-country/multi-cultural HR manager experience
  • Experience working in a donor-funded, project-oriented non-profit environment
  • French or Portuguese fluency

As part of this role, he/she will be providing expert strategic, tactical and operational advice, technical support, delivering specialist security products, and contributing to security standards and procedures for all ICT services and products offered to various Institute stakeholders.

He/she will participate directly in the planning, delivery, and monitoring of security solutions to ensure confidentiality, integrity, as well as availability of various ICT resources.

Duties and Responsibilities:

  • IT security systems administration – Act as system administrator for a variety of security-related systems, including but not limited to: intrusion detection and prevention devices, connection loggers, vulnerability scanners, and network monitoring devices. Create scripts to codify and automate common practices. Create and maintain appropriate documentation;
  • Security monitoring and audit – Analyze information produced by a wide variety of systems for the purpose of identifying, diagnosing, and mitigating existing or potential threats to the Institute network and computing environment. Create reports for management, departmental IT staff reflecting ICT security trends and status. Recommend remedial or preventive measures suggested by the data. Work with others to implement these suggestions and to measure their success over time;
  • Work with representatives from other units, management, and Institute staff to improve the security of the Institute network and computing environment;
  • Assist in the development of a set of best practices, and work with others to implement them throughout the organization;
  • Prepare and distribute important information, including reports, security alerts, or advisories, to the audience most appropriate for each; and
  • Collect feedback from Institute’s IT staff and end users about the effectiveness of ICT security measures, and share this feedback with teammates and management.

Requirements:

  • 3+ years of experience as a security specialist in cyber security response, operations, projects or design, in an enterprise-level organization;
  • Strong analytical skills;
  • Strong knowledge of Intrusion Detection/Prevention Systems and monitoring tools support and administration;
  • Working knowledge of at least one high-level scripting/programming language, and skill in the design, writing, testing and debugging of computer programs or (PERL, PHP, Python , Java, C/C++);
  • Proven Unix system administration skills in the Linux and Windows environments;
  • Practical experience in planning, leading and proactively delivering security aspects of projects, including detailed security designs and the configuration, development, testing and deployment of security-related technologies;
  • Proven skills managing TCP/IP-based networking, Network Admission Control systems, and using common network troubleshooting tools and techniques;
  • Practical knowledge and understanding of wireless networking;
  • Strong planning, organization and time management skills with the ability to handle multiple projects without direct supervision; and
  • Excellent English language skills, both verbal and written, to effectively communicate on highly technical topics with a wide range of people, including delivering successful presentations to varied groups (technical, non-technical, etc.);
  • Commonly recognized security-related certification: CISSP, SSCP, GSE-GIAC, CCSA, CCSE, etc. will be an added advantage;
  • Bachelor’s Degree in Information Systems / Computer Science / Information Technology / Computer Engineering or in related field

PURPOSE OF THE ROLE:

Purpose of the role is to keep and issue various HME underground equipment tools and related items as instructed. The role incumbent will be responsible for perform all tasks safely using correct work method and safety precautions to the required quality, standard, completing tasks on time and effectively using the resources given for each task.

QUALIFICATIONS:

A Minimum Certificate of Secondary Education Examination (CSEE) and VETA Trade Test Certificate Grade One or Certificate in Materials management.

EXPERIENCE:

  • At least 3 years’ working experience as a Tool keeper in Underground mining environment or one to two years working experience as a fitter mechanics.

 

MAIN OR KEY ACCOUNTABILITIES:

  • Adhere to all safe working practices and procedures in the HME Workshop and GGM at large
  • Conduct inspection of tools for cracks, damages or defects and records findings
  • Plan daily tools data base control.
  • Keep proper records of all available Tools in the Tool Keeping Room
  • Keep records of working tools which have been taken by employees
  • Report to immediate Supervisor in case of shortage of working Tools
  • Prepare records of all Tools not returned or lost.
  • Maintain good housekeeping standards at all time
  • Meet work delivery deadlines to minimize the demand for resources without exceeding the required time.
  • Observe all safety requirements relevant to the job in hand.

  • Must be able to work with minimal supervision
  • Ability to work under pressure
  • Sound knowledge on Health, Safety and Environmental issues
  • Be able to show initiative and coordination skills and be able to interact with the team

Duties/Responsibilities

  • Formulate and maintain long/med term risk strategy which supports the overall med-long term business development strategy of the organization.
  • Implement and maintain an Enterprise Risk Management (ERM) framework and policy in line with the Sanlam Group approach and standards.
  • Implement effective risk management processes and procedures as a second line function to identify, monitor and provide guidance on mitigation strategies across all applicable risk categories.
  • Implement effective operational risk management processes and procedures with the aim to identify, measure and monitor operational risk (inclusive of root cause analysis and appropriate reporting).
  • Develop, implement and embed incident and loss event monitoring and reporting processes in collaboration with business.
  • Provide business wide, role-specific risk management training to the business.

  • Implement a proactive, risk-based Compliance Policy, Principles and Standards in line with the Sanlam group approach and standards.
  • Implement effective compliance management processes and proce­dures as a second line function in accordance with the Compliance Principles and Standards.
  • Implementation of an effective compliance monitoring programme in line with the Compliance Principles and Standards
  • Provide advice and guidance to the business on legislation (inclusive of subordinate legislation, guidance, and directives), industry stan­dards and compliance policies.
  • Develop and implement of a compliance training strategy and plan.
  • Develop and implement a regulatory change management process and reporting for the business which aims to:
  • Keep the function and the business abreast of applicable regulatory changes that could affect the business;
  • Provide timeous notification of new and/or amended compliance requirements on the business to Senior Management, the Board and Sanlam group and Compliance;
  • Act as the primary point of contact with the appropriate Regulatory Authority of Tanzania and the business.

Minimum qualifications and experience

  • Bachelor of Commerce in Accounting from reputable Higher Learning Institution

  • Minimum of 5 years’ working experience in the Management level

Position Title: HEALTH, SAFETY, ENVIRONMENTAL AND SOCIAL OFFICER- (1 Post)

Responsibilities:

The HSE and Social Officer reports to the Operations Director and is responsible for the environmental and social management of the company by establishing and implementing policies, systems and processes that help the company manage and continuously improve its E&S performance. This includes but is not limited to issues concerning environment, health and safety and community liaison.

To oversee close-out of non-compliances to HSE and Social policy standards within the company and amongst the company’s supplier base, including its smallholder suppliers

Key responsibilities

  • Implementation and continual improvement of the Environmental & Social Management System (ESMS).
  • Implementing and managing the company’s ESMS objectives, targets, procedures and programmes as required.
  • Monitoring E&S performance.
  • Timely resolution of E&S issues if required.
  • Demonstrating commitment to the continual improvement of system performance as an example to others.
  • Ensure that significant environmental and social risks are identified, correctly managed and communicated to all affected personnel.
  • Understanding the legal requirements pertaining to the company and ensuring legal requirements are incorporated into procedures and management plans.
  • Ensuring that all supplies, contractors and service provider working with the company are aware of all ESMS procedure.
  • Ensuring that all supplies, contractors and service provider working with the company are aware of the relevant E&S legal obligations and other requirements the company is required to comply with for all activities and operations conducted.
  • Assisting the HODs with the implementation of ESMS programmes and procedures required to meet E&S objectives and targets:
  • Ensuring that all relevant E&S registers, records and other documentation are kept up to date;
  • Undertake E&S audits and inspections and report findings to the operations director.
  • Manage E&S corrective actions to ensure they are closed out appropriately;
  • Measure and monitor E&S performance as required and submit monthly E&S data to the operations Director:
  • Ensuring E&S incidents and complaints are suitably addressed:
  • Identifying applicable E&S training requirements for all staff and ensuring that training is undertaken:
  • To implement a Stakeholder Engagement Plan and Grievance Management mechanism:
  • To proactively maintain regular contact with affected communities:
  • To be present during formal consultation meetings with Regulatory Bodies, Regional Government and local communities if required: and
  • To liaise with the operations Director on any activity or change that will impact key stakeholders.

Key skills and attributes required

  • Graduate with at least 3 years’ experience working in a related position.
  • Strong knowledge and understanding of the Tanzanian environmental and social legal framework.
  • Knowledge of the IFC Performance Standards is a strong plus.
  • Effective verbal and written communicator and ability to make clear management reports.
  • Excellent English and Swahili (both written and oral)
  • Proficiency in Microsoft Excel and Microsoft Word.
  • Diligent, organised and proactive.
  • Personable and with good people skills.
