Job Description

As Technical Manager you will be accountable for the operational day-to-day technical related activities at the station. Key responsibilities include flawless and timely execution of technical related tasks, ensure appropriate maintenance planning and effectuation at the station as well as improving the maintenance processes.

As Technical Manager you make sure all machines and technical installations are well kept and operational. Therefore you will do necessary maintenance and repairs. You will also assist with the construction of buildings and implementation of installations. You will coordinate new installations and documentation. Additionally you keep the workshop and all tools and equipment in good condition.

You will work closely with the technical staff and with external contractors in order to ensure the required uptime of the equipment and installations. Also you manage the technical team and make sure that they are well trained. Ensuring that proper service level agreements are in place is also part of this position. You act as a creative problem solver for the technical department and work closely with technicians and workshop engineers.

Any other activities as keeping farm surroundings neat and tidy and work according to all health & safety and farm protocols will also be part of this position.

The Technical Manager will report to the Station Manager and has 3 direct and 32 people indirectly reporting to him / her. Total number of employees in Tanzania is appr. 280.

Your main responsibilities are;

  • Supervise, lead and provide direction to the technicians and workshop engineers.
  • Manage and improve the replacement of installations for optimalization of the process.
  • Decide and prioritize on continuous improvement actions for the maintenance activities.
  • Contract management.
  • Planning of preventative maintenance and Ad hoc technical problem solving.
  • Development and implementation of the maintenance software module.
  • Train, coach and assist the technical team.
  • Review, adjust and trains the team on health & safety protocols.
  • Communicate to management the results and developments achieved by the department.
  • Initiate and implement improvement actions projects at department level.

In short, you:

  • have a Bachelor Degree in Electrical or Mechanical Engineering (or comparable);
  • have a minimum of  5 years of experience as a Manager in in a comparable maintenance related environment;
  • have at least 6-10 year international working experience;
  • have strong leadership and (people) management skills;
  • are al real motivator on innovation and process optimization;
  • have professional proficiency in English;
  • have affinity with horticulture.

About TEGA

Adolescent girls are one of the hardest groups to reach in society. The challenges they face are often under-reported or described on their behalf. Without the inclusion of their perspective, solutions designed to support them aren’t as effective as they could be.

Co-created with girls, TEGA (Technology Enabled Girl Ambassadors) is Girl Effect’s mobile based research tool that allows girls to collect real-time insights into the lives of their peers. This unique approach, unlocks the open and honest conversations that might otherwise be lost or not included in traditional research.

TEGA networks have gathered data from girls and communities on topics including HIV, nutrition, economic empowerment, health and wellbeing, vaccines, mobile access, social media and education. This girl-talk method is especially useful when researching sensitive topics like HIV or sexual health.

Context of the role

The Evidence & Insights team within Girl Effect conducts formative research, content testing, monitoring & evaluation to support the organisation in designing and developing our work to create the greatest impact for girls.

We work closely with the create team to co create and test content with the targeted audience and also with the partnerships team to measure and evaluate our work against our specific objectives and demonstrate our impact to existing and potential donors.

The team plays a key role in ensuring we are a learning organisation, collecting and using data and insights to understand how we can maximise our reach & impact, and feeding that learning back into the organisation.

The aim of this role is to successfully support the ongoing evidence related work across Tanzania and the implementation of the TEGA research projects in Dar es Salaam.

The Evidence and TEGA specialist will work in close collaboration with the Evidence team, TEGA team, Safeguarding teams and Programmes team – both in Tanzania and across other Girl Effect offices. They will also work closely with the organisation that implements the TEGA project in Tanzania, Restless Development.

What you will do

Evidence support

  • Support in evidence projects, including tool design, data collection, data management and analysis, and report writing
  • Contribute/Provide input/ advise on fit-for purpose designs suggesting qualitative and/or quantitative methodologies or other approaches (e.g. using digital methods or secondary data sources) as appropriate
  • Ensure that Girl Effect’s ethical and safeguarding standards are upheld, and that field implementation is conducted to the highest standards, through support in providing training and oversight of field research partners in-country
  • Work closely with the evidence & insights senior manager to ensure Quality Assurance of all Evidence and TEGA projects including conducting spot checks and field visits to our field research partners and TEGA implementing partner respectively
  • Undertake desk-based research including literature reviews on specific themes and subjects relating to brands when needed
  • Ensure that research outputs are accessible and readily understandable, helping them to be as useful and used as possible
  • Oversee the coordination and reviewing of transcripts and translations of research tools and responses

TEGA support

  • General support and coordination, managing a TEGA network calendar, ensuring it’s kept up to date and that all team members are aware of any changes, and project meetings
  • Work closely with Girl Effect evidence teams and product leads to design research studies and ensure that TEGA research methods are fit-for-purpose, girl-centered, appropriate for different cultural and social contexts and effectively generating insights for internal and external end-users
  • Work with evidence colleagues to ensure TEGA research contributes to the implementation of Girl Effect Tanzania’s brand and networks monitoring framework
  • Support the evidence team in communicating TEGA data in an engaging way, through innovative use of storytelling, data visualisation and other communication approaches, to drive research uptake and learning and support evidence-based decision-making across Girl Effect teams
  • Design training/ refresher training of TEGAs and local partners
  • Manage the TEGA professional development process and provide quality feedback to TEGAs
  • Oversee TEGA database and collate TEGA portfolios for Market Research Society qualifications
  • Involve TEGAs in research design, survey design in a systematic and coordinated way
  • Ensure Knowledge sharing from your network feeds into the Central TEGA team by way of adding to the Project Management Guides, joining regular Project Management calls and sharing key TEGA network success and challenges where possible
  • Support in the TEGA Evidence Manager, in the capacity building of the TEGA

Who you are

  • Substantial experience (minimum 3 years) in applied research and/or monitoring and evaluation
  • Demonstrated experience in implementation of high quality qualitative research design, fieldwork, data analysis and reporting (Quantitative skills will be an added advantage)
  • Experience with participatory approaches, and ideally of working with young people and/ or girls specifically
  • Strong qualitative data analysis skills; proficient with qualitative data analysis software packages
  • Good quantitative data analysis skills and quantitative data analysis software will be an added advantage
  • Strong cultural awareness and sensitivity about the cultures within which Girl Effect operates
  • Creative and inquisitive mindset with strong communication and organisational skills
  • Excellent written and fluent spoken English & Kiswahili. Additional local languages are a plus.
  • High attention to detail
  • Commitment to realising the potential of girls and to the vision and values of Girl Effect
  • Experience delivering training, mentoring or capacity building young researchers, interns or volunteers is desirable

Desirable

  • Experience working with Local Government Authorities (LGAs) and an understanding of the LGA structure
  • Background in evaluating programmes that relate to women and girls
  • Expertise in one of either brand/media market strategy or social and behavior change theory
  • Technical/theoretical knowledge in one or more of Girl Effect’s thematic areas (e.g. gender, sexual and reproductive health, economic empowerment etc.)
  • Experience working with digital analytics data (e.g. Facebook analytics, Google Analytics etc)
  • Experience in training and mentoring others in research methods, data analysis and reporting
  • Literate in mobile tech development and tech troubleshooting

Job Summary:

The Voluntary Medical Male Circumcision (VMMC) Program Officer is responsible for overall coordination, capacity building, demand creation and implementation of VMMC services in line with national VMMC standards and guidelines to achieve target coverage in the region in both community and facility settings. S/He is responsible for achievement of VMMC targets ensuring key deliverables in VMMC programing for Afya Kamilifu are attained at high performance levels.

Specific Duties and Responsibilities: 

  • Provide technical support for implementation of all VMMC activities in the region
  • Ensure VMMC services follow national, VMMC protocols, policies and guidelines and are consistent with established best practices.
  • Develop monthly and quarterly work plan for program implementation at the regional and district level.
  • Maintain regular communication with regional and council health management teams (R/CHMTs) and conduct clinical mentorship and supportive supervision to health care workers implementing the VMMC services in collaboration with R/CHMTs.
  • Provide technical assistance and organize trainings, CME sessions on VMMC quality assurance in collaboration with the regional team.
  • Conduct VMMC demand creation activities in collaboration with local government and other stakeholders.
  • Coordinate VMMC counselling program services and ensures linkage and referral of all HIV positive clients.
  • Ensure VMMC services guidelines and protocols are followed by the surgical teams.
  • Contribute in preparation of annual work plans, budgets, and performance monthly, quarterly and annual reports for VMMC in the region.
  • Develop and timely submit technical VMMC program progress updates as scheduled on weekly basis
  • Collaborate with M&E team to ensure uninterrupted availability of national VMMC M&E tools, proper documentation and reporting at VMMC static and outreach sites and facilitate effective linkages services.
  • Support scale up of the VMMC Data Base to all supported VMMC static  in collaboration with strategic information team
  • Ensure consistent availability of VMMC supplies, equipment and consumables for VMMC services in all static and mobile and outreach VMMC facilities.
  • Conduct monitoring and evaluation on progress to annual targets in collaboration with M&E and VMMC services technical team.
  • Assist in the implementation of VMMC sustainability roadmap at the different levels in the assigned region and pilot models for VMMC program integration within the facility and community HIV platforms
  • Develop regional innovations on VMMC activities implementation and document success stories, case studies, best practices and lessons learnt from the field.

Qualifications, Experience & Skills required:

  • Medical trained personnel (nurse, clinical officer, MD, MBBS or equivalent) with in service training and certification on VMMC
  • Minimum three years of experience in VMMC surgical and device-based services;         Familiarity with PEPFAR funded HIV prevention programs is an added advantage.
  • Experience of working with local government authorities including R/CHMTs, other stakeholders and health facilities.
  • Ability to work independently with strong coordination and supervisory skills
  • Excellent interpersonal, training, facilitation, team building and problem-solving skills
  • Excellent verbal, written and presentation skills in English and Kiswahili with strong computer skills

Katavi Region is one of Tanzania’s 31 administrative regions with a postcode number 50000. The regional capital is Mpanda. In March 2012, shortly after the Katavi Region was created, Dr. Rajab Mtumwa Rutengwe was appointed Katavi Regional Commissioner. He was formerly the Mpanda District Commissioner..
Mpanda is a “frontier town” in the far west of Tanzania, roughly 500 km north of Mbeya and 380 km south-west of Tabora. It is the administrative headquarters for the Katavi Region, (created by subdivision of the Rukwa Region in 2012), and for the Mpanda District. It is an important centre in the rural economy, especially for the marketing and transshipment of rice and maize. The Katavi region is increasingly of interest to mineral prospectors, especially for gold.

 

It is also a staging point for visiting the beautiful Katavi National Park, with its headquarters just 35 km to the south at Sitalike. The Park has a good cross-section of East African wildlife but is perhaps best known for its populations of hippopotamus. As yet all roads into Mpanda (from Sumbawanga, Tabora or Kigoma) remain unsealed and may for brief periods become impassable at the height of the wet season (particularly February–March). The Tanzanian government has in progress a project to seal a large part of the road north from Sumbawanga.

Local services include minibuses to Sitalike, and daily bus services to Usevya and to the fishing villages of Karema and Ikola on Lake Tanganyika. Mpanda is the endpoint of a rail line with passenger services from Tabora (approx 12-15hours). In 2012 the government completed an upgrade of Mpanda airport to a 2 km sealed runway and a commercial air service has commenced.

The 2002 Tanzanian National Census showed that the population of Kinondoni was 1,083,913. The census of 2012 showed that the population of Kinondoni was 1,775,049: 914,247 female and 860,802 male. There are 446,504 households in Kinondoni with an average of 4 people per household.

The original inhabitants of Kinondoni were the Zaramo and Ndengereko, but due to urbanization the district has become multi-ethnic.

Background
The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP’s Local Action Cluster of the Nature, Climate and Energy unit of BPPS on behalf of the GEF Partnership. It is executed by UNOPS. The SGP forms a central part of the UNDP Local Action Cluster of NCE.

SGP grantmaking supports community-based innovation in addressing global environmental issues and improved, more sustainable livelihoods through initiatives led by civil society and community organizations, with special consideration for indigenous peoples, women, youth and persons with disabilities. SGP has supported over 25,000 community-based projects in over 125 countries aimed at biodiversity conservation, climate change mitigation and adaptation, sustainable land management, protection of international waters, and sound chemicals and waste management. Duties and Responsibilities
1. Managerial Functions (20%)

  • Supervise the SGP Country Programme team members and provide necessary guidance and coaching;
  • Promote and maintain effective teamwork within the SGP Country Programme team, the National Steering Committee members, and with the UNDP CO team;
  • Prepare and implement annual workplan, including strategic and/or innovative initiatives, with set delivery and co-financing targets; draft annual SGP Country Office administrative and project operational budget proposal
  • Set annual performance parameters and learning objectives for the SGP Country Programme team, assess their performance and provide feedback;

2. Programme/Portfolio Development and Management (40%)

  • Keep abreast of national environmental concerns and priorities as well as the socio-economic conditions and trends as they relate to the SGP, and assess their impact on SGP’s work and programme.
  • Ensure formulation and implementation of the Country Programme Strategy (CPS), and its periodic review and update;
  • Manage the SGP grant allocations and country operating budget, maintain the financial integrity of the programme by ensuring adherence to SGP Standard Operating Procedures as well as UNOPS rules and regulations, and ensure timely and effective use of SGP resources;
  • Exercise quality control over the development of a portfolio of project ideas and concepts, and closely monitor the programme implementation progress and results;
  • Organize periodic stakeholder workshops and project development sessions for civil society organizations (CSOs) and local communities, and potential applicants and other stakeholders to inform about SGP and its Strategic Initiatives;
  • Work closely with CSOs and CBOs in preparation of project concepts and proposals to ensure that projects fit with the SGP Strategic Initiatives, Country Programme Strategy, and technical guidance notes;
  • Authorize and manage project planning grants as required.
  • Oversee ongoing SGP grant projects, and conduct periodic project monitoring field visits and provide technical and operational support and guidance to SGP grantees as required;
  • Plan and serve as secretary to the National Steering Committee meetings. Support and closely coordinate with the National Steering Committee and Technical Advisory Group where relevant, in the process of project proposal review, selection and approval, especially the initial appraisal of proposals and assessment of eligibility.
  • Foster programme, project, and policy linkages between the SGP and the full or medium-sized GEF projects, planned or underway in the country, as well as those of other government, donors and development partners.
  • Report periodically to CPMT on programme implementation status, including annual monitoring reporting, financial reporting, audit, and update the relevant UNOPS and SGP databases.
  • Undertake monitoring and evaluation of SGP Country Programme and projects, and grantmaker+ initiatives, in coordination with NSC and CPMT
  • Perform and coordinate administrative tasks (i.e. procurement, travel) adhering to SGP SOPs procurement rules and regulation; as required for programme implementation

3. Resource Mobilization and Partnerships (20%)

  • Establish and maintain close working relationships with stakeholders as well as promote the value, comparative advantages, and ensure visibility of the SGP.
  • Assess interest and priorities of key donors and other development partners, and develop/update and implement the resource mobilization and partnership strategy to mobilize resources from and develop partnerships with the government, donors and other partners to best leverage SGP resources and develop programme level partnerships.
  • Support SGP grantees in securing co-financing and project level partnerships, and assist in identifying opportunities and resources for sustaining and scaling up projects.

4. Knowledge Management (20%)

  • Document programme/project stories, lessons learned, and best practices in SGP programme/project development, implementation, and oversight;
  • Access SGP and other global and regional knowledge, distill best practices and facilitate their dissemination and incorporation within SGP Country Programme and projects, UNDP CO, and to counterparts and partners;
  • Support capacity building and networking of grantees to facilitate knowledge exchange, and promote uptake through Knowledge platforms, Knowledge fairs etc.

Role Purpose
Airtel Tanzania PLC wishes to recruit for an Airtel Money Manager: Alternative Deposits. The role reports directly to the Airtel Money Director. He/She will be Responsible to Create, grow and maintain alternative means of funding customer wallet. This individual will be responsible for Management and Engagement of partners from Banks and other MFS providers.

The Role Holder duties will include but not limited to;
1. Drive wallet funding from alternative deposits;

  • Build agency banking & POS Integration
  • Grow IMT Inbound users & revenue
  • Educate Customers on trust branches
  • Build ATM deposits
  • Build Debit Card to customer Wallet
  • Bulk Pay from 1-M
  • Drive Bank 2 Wallet users and transaction value
  • Educate users on convenient wallet funding means through USSD
  • Monitor IOP and grow users.
  • User experience management for alternative deposit users.

2. Analysis, reporting, and optimization of AM business engagements within the organization;

  • Performance analysis and reporting. Working with MIS teams to track and analyze impact of all promotions, incentives, market trends and wallet funding initiatives and take relevant action.
  • Ensure delivery of all financial targets including revenue & margin. Represent Airtel’s position and vision in Tanzania Corporate and Emerging market communities.
  • Lead and drive engagement with the multi-level, cross-functional stakeholders – Airtel Group, Airtel Tanzania, Airtel Business to strengthen commercial and financial analysis in roadmap decision and implementing consumer & enterprise products & enablers.
  • Develop the respective business cases required for approval and the delivery of new products and services for the consumer/ enterprise segment.
  • Support the team’s market research and competitive positioning analysis together with Airtel Consumer & Business sales, marketing and product development teams.
  • Review and enhance the defined prices (tariffs) for new & existing Merchant products.

3. Team and stakeholder engagement;

  • Manage the AM 3rd parties adequately well to ensure timely service delivery to agreed quality and SLA.

Academic and Qualifications and Experience;

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Introduction
Save the Children International in Tanzania is a full–spectrum country programme and as such equal priority will be given to both humanitarian and development work. This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a commitment to work with children through humanitarian interventions, Save the Children will support programmes in both sudden onset, such as the current Burundi response situation as well as in chronic emergency situations

The country office has a portfolio of construction projects in support of Emergency Education and Child Protection programmes in the refugee response to the Burundi crisis. Temporary learning spaces and Child Friendly Spaces in multiple locations in the refugee camps need rehabilitation and further new structures are planned.

The job holder is required to have regular contact with the donor partners, other child protection organization, children, Host community, and Government organization.

The job requires the job holder to have direct relationship with all staff and management at all levels in ensuring the organizational policies and procedures.

KEY AREAS OF ACCOUNTABILITY:

  • Provide the required support to the Construction Engineer Officer as per the construction activities;
  • Maintain a database of all the projects, actions required and the progress by contractors and construction teams;
  • Set up reporting mechanism to remotely monitor projects, to include checklists and photographic reports;
  • Supervise the construction of schools, CFS, latrines, round shelters and any other construction activities that SCI will undertake;
  • Implement field direction and ensure that high technical quality assurance is monitored in construction projects;
  • Represent SCI in working groups and other coordination functions in the camp as and when necessary;
  • Liaise and collaborate with relevant local authorities and other key stakeholders in various construction-related activities;
  • Provide technical specifications, BOQ and technical drawings as and when required;
  • Ensure quality construction work is carried out by contractors as per SCI’s construction policy.
  • Responsible and accountable for frequent construction site monitoring and supervision
  • Provide necessary suggestion and technical backstopping to contractors, construction workers
  • Monitor working conditions and be aware for problems that might arise regarding progress, quality and safety;
  • Provide periodic progress reports and undertake verification of payment invoices;
  • Carry out any other task(s) as assigned by the Construction Engineer or Area Field Manager;
  • Comply with Save the Children’s Child Safeguarding Policy to ensure maximum protection for children
