Form One Selection 2026: Over 937,000 Students Selected to Join Secondary Schools in Tanzania | Uchaguzi wa Kidato cha Kwanza 2026.

The Minister of State, Office of the Prime Minister (Regional Administration and Local Government) — Prof. Riziki Shemdoe, has announced that a total of 937,581 students who passed the 2025 Primary School Leaving Examination with marks ranging between 121 and 300 have been selected to join Government Secondary Schools across the country for the 2026 academic year.

Among them are 508,477 girls and 429,104 boys, including 3,228 students with special needs (1,544 girls and 1,684 boys). These students have been allocated to 5,230 government secondary schools, both boarding and day schools.

Government Readiness and Academic Calendar

Speaking during a press briefing held at the Prime Minister’s Office in Dar es Salaam, Prof. Shemdoe emphasized that all students will officially begin their first academic term on January 13, 2026. Students admitted to boarding schools are expected to report by January 12, 2026, while those in day schools will start the following day.

Prof. Shemdoe highlighted that the Government has made all necessary preparations to ensure that every selected student reports to school on time, reinforcing Tanzania’s commitment to free basic education for all.

Types of Schools and Student Allocation

The minister explained that boarding secondary schools are divided into three main categories:

  1. Special Schools for students with high academic performance.

  2. Technical and Vocational Schools for students pursuing practical skills.

  3. National Boarding Schools, which admit students from different regions of Tanzania.

These efforts aim to balance access, inclusivity, and quality education throughout the nation.

A Call to Parents and Local Leaders

Prof. Shemdoe urged parents, guardians, and community members to cooperate with regional and local authorities to ensure that all students who have been selected enroll, attend, and remain in school until they complete their secondary education.

He also instructed Regional Commissioners (RCs), District Commissioners (DCs), Council Directors, and Heads of Schools to complete all preparations for welcoming students before the reporting dates.

“I direct all RCs, RASs, DCs, Council Directors, and School Heads to finalize preparations to receive Form One students by January 12, 2026, for boarding schools, and January 13, 2026, for day schools,” said Prof. Shemdoe.

The application requires internet connection in order to access the application use and serve data to database.Data served in database can be viewed using any web browser. After insatallation on mobile device, FFARS can be used without any further configuration.

Facilities or service providers are key organs at the lower level government that deal with direct provision of services to the citizens. They are therefore wings of Local Government Authorities (LGAs) and hence accountable to the same.

For quite some time, accounting and reporting system at the facility level has been characterized by individual sectoral systems, health and education sectors being dominant. This has led to lack of unified system of accounting and reporting and difficulties in LGAs capturing accurately expenditures spent at the facility level.

There are also significant current developments aimed at improving the LGA Planning and Reporting System (PlanRep) as well as the LGA accounting software (EPICOR). These improvements aim to make the high level LGA systems interoperable or able to talk/integrate with Facility Financial Accounting and Reporting System (FFARS) especially on planning & budgeting (PlanRep), and expenditures tracking (EPICOR).

There is a significant increase of funds at the disposal of the facilities. For instance, the government, with effect from 1st January, 2016 started disbursing funds for education directly to facility bank accounts (primary and secondary schools) to cover for capitation grants, compensation for school fees and food. Similarly on the side of health sector, user fees, results-based financing (RBF), community health fund (CHF) and National Health Insurance Fund (NHIF) are disbursed directly to health facility bank accounts and health basket funds (HBF) will start being disbursed directly to health facility bank accounts with effect from 1st July, 2017.

FFARS is an application that allows to record Budget disbursement, expenditure and generating report at Facility level,Council lever,Regional level and Ministry level. The application provides an electronic version of Facility level Facility Financial Acounting and Reporting System.

FFARS will help them consolidate, improve and link current accounting and reporting activities through a strengthened and comprehensive system.
The link between Local Government accounting at council and facility levels.

The accounting activities at the facility level are part and parcel of the accounting activities at the council level and thus directly link the two as explained below:

i. Planning and budgeting at the facility level feeds into the planning and budgeting at the Council level. Hence budget codes used at the council level will also apply at the facility level i.e. cost Centre codes, fund type, same GFS codes for inputs

ii. Classification of income and expenditure items will be the same at both levels.

iii. Coding of transactions at facility level will be according to the coding at the LGA level.

iv. Actual expenditures at the facility level are accumulated to determine budget performance over a given period of time e.g. end of the year at the LGA level.

v. Preparation of financial reports at the facility level should allow consolidation of the same into the LGA accounts.

vi. Auditing undertaken at the facility level is part and parcel of the auditing taking place at the LGA levels, such as ethics, standards and performance

The Minister of State for the President’s Office for Regional Administration and Local Government, Innocent Bashungwa has said there will be no change in school options for students selected to join Form Five.

Bashungwa posted the message on his Instagram account and said that all the selected students should report at the correct time set by the Government.

“All students selected to join form five 2022, are required to report to the designated schools from June 13. There will be no change in school selection,” he wrote.

May 12 PMO-RALG Office in collaboration with the Ministry of Education announced the selected students to join form five and colleges, the first semester starting June 13 with the end of school reporting announced June 30 this year.

The Office of the President-Regional Administration and Local Government (OR-PMO-RALG) in collaboration with the Ministry of Education, Science and Technology and the Examinations Council of Tanzania has completed the exercise of selecting students to join Form Five in secondary schools, Colleges Teachers’ Training and Government Vocational Colleges in 2022.

The exercise was conducted based on the results of the results of students who took the Form Four Examination in 2021 from mainland Tanzania.

This was stated today by the Minister of State, Office of the President for Regional Administration and Local Government (OR-PMO-RALG), Hon. Innocent Bashingwa (MB) while announcing the results to the ministry’s sub-offices in Dar es Salaam.

He said, the candidates in the Form Four examination in 2021 who obtained Grades I to III were 173,422 including 75,056 girls and 98,366 boys.

Of those students, students qualified to join Form Five, Teachers Colleges and Vocational Colleges are 167,515 including 71,433 girls.

“The number of qualified students includes 508 students with special needs including 217 girls and 291 boys. This is an increase of 19,388 students compared to 148,127 qualified students by 2021.

Therefore, there is urgent need for existence of sound and proper system of accounting, financial management and reporting (as required by law) at the facility level to ensure maintenance of complete, realistic and accurate accounting records; preparation of timely and realistic financial reports and ensure proper accounting and utilization of financial resources received by and/or availed to facilities hence contribute to effective and quality delivery of services.

In that endeavor, PO-RALG, MoHCDGEC, MoEST in collaboration with PS3 and HPSS worked together to develop this system to address the above-mentioned challenges and arising issues. The responsible authorities are well aware that introducing FFARS is an ambitious effort that must be accomplished step-by-step including the shift from manual to automated systems.

Facilities are able to manage and perform financial accounting and reporting and are already undertaking many of the tasks.

FFARS will help them consolidate, improve and link current accounting and reporting activities through a strengthened and comprehensive system.
