Kongwa District Council is one of the seven (7) districts of Dodoma region, it was established in 1996 under the Local Government Act of 1982 article no. 8 and No. 9. The district has an area of ​​4,041 square kilometers where the suitable area for agriculture and animal husbandry is 363,690 hectares. The district has 3 Divisions of Kongwa, Mlali and Zoissa, 22 Wards, 87 Villages, 383 Townships and the Authorities of the two small towns of Kongwa and Kibaigwa . The district is bordered by Chamwino District on the west side; Gairo District (Morogoro Region), Eastern side; Mpwapwa District on the South side and on the North side there is Kiteto District (Manyara Region).

According to the 2012 Population and Housing Census, the District has a population increase of 2.4 percent; In 2015, Kongwa district is estimated to have a total of 332,831 people, of which 160,225 are men and 172,606 are women. In addition, the number of existing households is currently 61,994. Households involved in agricultural activities including breeding are 55,573 equal to 90%.

The natives of this District are Wagogo, Wakaguru, and Warangi. There are also other tribes that migrated from different parts of Tanzania such as the Bena, the Wanguu, the Kamba and the Masai who came for agricultural and livestock activities.
