The Higher Education Student Loans Board (HESLB) today Saturday (September 28, 2024) has started announcing the list of qualified students who have been assigned loans for the academic year 2024/2025. This first phase includes first-year students assigned to undergraduate credits, the School of Law in Practice and the Master’s Degree.
Students get information through SIPA (SIPA Account)
Executive Director of HESLB Dr. Bill Kiwia has said that all students who applied for loans for the year 2024/2025 can get detailed information about their loans through the accounts they used to apply for loans known as ‘SIPA’ – Student’s Individual Permanent Account.
“Today we have started providing loan information to all groups, those who have been assigned loans, there are those who are still working on their applications… every applicant gets his information on the same account he used to apply for a loan, you don’t need to come to HESLB offices”, said Dr. Kiwia added that loan planning for diploma and PhD students is ongoing.
Dr. Kiwia has said that HESLB has started preparing payments for new and continuing students who are beneficiaries of loans and said the aim is to ensure that funds reach the colleges on time.

245,799 to benefit from loans 2024/2025
“This year, the Government has allocated TZS 787 billion for a total of 245,799 students, including more than 88,000 first-year students allocated TZS 284.8 billion,” said Dr. Kiwia added that the budget for the year 2024/2025 has increased by TZS 38 billion equal to 5.1 percent compared to the 2023/2024 budget which was TZS 749.4 billion. This year also the minimum loan amount for an individual beneficiary has increased to TZS 3.0 million from TZS 2.7 million [ME1] in the previous year 2023/2024.
Call: Colleges to submit exam results
Regarding the responsibility of colleges, Dr. Kiwia has reminded colleges that have not submitted the examination results of beneficiary students who are continuing their studies, to submit them to enable HESLB to prepare payments on time.
“There are a few universities, which have not yet submitted the results, we have reminded them and we insist that they hurry up to submit the results so that we can complete the payment of students who succeeded in continuing their studies,” said Dr. Kiwia.
Regarding the announcement of the list of the Second Phase
The Executive Director of HESLB has said that the second phase of the list of students assigned loans for the year 2024/2025 will be announced next week.
