supports the Government of the United Republic of Tanzania and the EAC in attaining their development
goals

The GIZ East Africa Alliance for Digital Skills, AI Research, and Innovation is a regional initiative aimed at fostering digital transformation across the eight partner states of the East African Community (EAC). The project focuses on strengthening public-private collaboration in AI research and education, upgrading ed- ucation standards, and advising on regional AI policy. Key activities include launching a regional AI re- search network, hosting research challenges, establishing a regional fund for AI-driven startups, and de- veloping AI education benchmarks aligned with industry needs. Additionally, the Alliance promotes cross- border mobility through internships, scales case-based online learning, and supports the development of an inclusive EAC regional AI policy framework.

The initiative is part of the cooperation between the German government and the East African Community (EAC) and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It is carried out in close collaboration with the EAC Secretariat, the Inter-University Council for East Africa (IUCEA), and the East African Science and Technology Commission (EASTECO). Together, these partners aim to improve education and employment opportunities for youth, enhance economic integration, and position East Af- rica as a leader in digital innovation

The GIZ Digital Skills for an Innovative East African Industry (dSkills@EA) programme is currently looking to fill the position of Advisor for Artificial Intelligence in East Africa

  • Duty station: Arusha
  • Fixed term contract
  • Job allocation: Band 4

Responsibilities and Tasks

  • Provide technical advice on Artificial Intelligence (AI) policy formulation and implementation across the eight partner states of the East African Community (EAC).
  •  Support the development of a regional AI policy framework in collaboration with EAC Secretariat, IUCEA, and EASTECO.
  • Engage with stakeholders to integrate AI governance principles, ethics, and best practices into national and regional policies.
  • Develop and implement training programs on AI skills for higher education institutions and private sector partners.
  • Facilitate capacity-building workshops on AI governance, ethics, and research for public and private stakeholders.
  • Promote the harmonization of AI education benchmarks and the development of case-based, credentialed online learning programs.
  • Lead the establishment of a regional AI research network in collaboration with academia, industry, and civil society.
  • Organize and oversee research challenges to foster AI-driven practical solutions addressing regional challenges.
  • Support the creation of a regional PPP-modalities to promote AI startups and student innovation projects. Strengthen public-private partnerships to promote collaboration in AI research, education, and innovation.
  • Serve as a liaison between GIZ, EAC Secretariat, IUCEA, EASTECO, and other stakeholders

Required Entry Qualifications and Competencies

  • Master’s degree in Artificial Intelligence, Computer Science, Data Science, or related fields; a PhD is an advantage.
  • Minimum of 5 years of relevant work experience in AI research, policy development, or educa- tion, preferably in an international or regional context.
  •  Demonstrated experience in public-private partnerships, stakeholder engagement, and capacity- building initiatives.
  • Strong expertise in AI technologies, their applications, and ethical implications.
  • Knowledge of regional policy-making processes and experience advising on policy frameworks.
  • Proficiency in project management, including planning, implementation, and monitoring.
  •  Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders.
  • Strong analytical and problem-solving abilities.
  • Ability to work independently and as part of a multicultural team.
  • Proficiency in English (written and spoken); knowledge of French or Kiswahili is an added ad- vantage.

Additional Requirements:

  • Familiarity with the East African Community (EAC) and its regional integration efforts.
  • Experience working with international organizations or development cooperation projects.
  • Willingness to travel across East Africa and internationally, as required.
