Position: Programme Officer – Policy Analysis

Organization: Policy Forum (PF)

Location: Dar es Salaam, Tanzania

About Policy Forum:

Policy Forum (PF) is a network of over 76 Tanzanian civil society organizations (CSOs) established in 2003. The network is dedicated to amplifying citizens’ voices in policy processes to promote poverty reduction, equity, and democratization. PF focuses on enhancing public financial accountability at both central and local government levels.

Role Overview:

PF is seeking a motivated and skilled Programme Officer – Policy Analysis to support its policy analysis and capacity-building initiatives. The successful candidate will conduct research, prepare analytical pieces, and collaborate with various stakeholders to enhance civil society engagement in key policy areas.

Key Responsibilities:

1. Policy Analysis and Research:

•Conduct research and prepare analytical pieces, policy briefs, and commentary to enhance civil society organizations’ engagement with key policy areas.

•Identify strategic policy areas for engagement aligned with PF’s objectives.

2. Support to Working Groups and Advocacy Coordination:

•Collaborate closely with the Budget Working Group (BWG) and Tax Justice Working Group (TJWG) by organizing and facilitating meetings, documenting minutes, and coordinating joint activities.

•Familiarize with BWG’s work plan and past materials to provide informed support.

•Document advocacy experiences and lessons learned from civil society’s policy and budget advocacy efforts.

3. Networking and Strategic Collaboration:

•Build and strengthen relationships with local and international organizations to enhance PF’s influence in policy spaces.

•Map relevant government ministries, Members of Parliament, including their parliamentary committees and caucuses, and key stakeholders for targeted advocacy.

•Actively network with development stakeholders to promote PF’s policy priorities.

4. Project and Donor Management:

•Support the implementation and monitoring of donor-funded projects, including:

•Scaling Up Tax Justice (SCUT) – focusing on progressive taxation strategies and coordinating the Fair Tax Monitoring Study.

•Collaborating for Open and Accountable Budgets (COAB) – strengthening budget analysis and advocacy capacity among partners.

•Advancing Equity and Inclusion in Tanzania’s Tax System – addressing injustices embedded in inequitable tax systems.

Qualifications:

•Bachelor’s degree in Public Policy, Economics, Political Science, or a related field.

•At least 3 years of experience in policy analysis, lobbying, and advocacy within the national context.

•Demonstrable experience and achievements working in and advocating towards multi-stakeholder platforms and processes.

•Strong analytical skills with the ability to package concepts for diverse audiences.

•Excellent communication and project management skills; team player and facilitator.

•Proficiency in English and Kiswahili, both written and verbal.
