The Higher Education Students’ Loans Board (HESLB) has officially launched the 2026/2027 student loan application window, giving eligible students across Tanzania the opportunity to apply for financial assistance for the upcoming academic year.

The announcement was made on June 19, 2026, by HESLB Executive Director Dr. Bill Kiwia during a press conference held in Dar es Salaam. The application window will remain open for 73 days, with the deadline set for August 31, 2026.

Alongside the opening of the application portal, HESLB also introduced four important loan and scholarship guidelines designed to help applicants understand the eligibility requirements, application procedures, and loan allocation criteria.

HESLB Launches Four Key Guidelines for 2026/2027

During the official launch, Dr. Bill Kiwia emphasized that the newly released guidelines are intended to provide applicants with clear information about the qualifications, procedures, and requirements for obtaining student loans and scholarships.

He urged all prospective applicants to carefully read the guidelines before submitting their applications through the Online Loan Application and Management System (OLAMS).

The four guidelines launched include:

  • Diploma Student Loan Guidelines
  • Postgraduate Diploma in Legal Practice (PDLP) Loan Guidelines
  • Samia Scholarship Grant Guidelines

According to Dr. Kiwia, understanding these guidelines will help applicants avoid common mistakes that often delay or affect loan processing.

Use the Correct Form Four Examination Number

HESLB has reminded applicants to use the correct Certificate of Secondary Education Examination (CSEE) Form Four index number when applying for student loans.

The same examination number will also be used during the university admission process. Applicants are therefore advised to verify their examination details before beginning the online application.

Providing incorrect examination information may result in delays or rejection of the application.

Birth Certificate Verification is Mandatory

Another important requirement announced by HESLB is the verification of civil registration documents.

Dr. Bill Kiwia also announced that 1,000 top-performing students in the 2026 Advanced Certificate of Secondary Education Examination (ACSEE) science subjects will receive financial support under the Samia Scholarship Program.

The scholarship continues the Government’s commitment to recognizing and supporting academically outstanding students pursuing science-related studies.

“As in previous years, the Government will continue rewarding high-achieving science students through the Samia Scholarship Programme,” Dr. Kiwia stated.

Customer Support Available Throughout the Application Period

To ensure applicants receive timely assistance, HESLB has established a dedicated Customer Service Centre that will operate throughout the application period.

Support services will be available daily from:

8:00 AM to 4:00 PM
