Ministry of Livestock and Fisheries Announces Second Phase of Youth Loans
The Ministry of Livestock and Fisheries in Tanzania has announced the start of the Second Phase of affordable loan opportunities for young people.
The programme is part of the implementation of a commitment by President Dr. Samia Suluhu Hassan to provide financial support to young people. The initiative aims to empower Tanzanian youth with capital and productive resources to establish and develop businesses in the livestock and fisheries sectors.
Unlike conventional cash loans, the support under this programme will be provided mainly through equipment and production inputs for eligible projects.
The deadline for submitting applications is 14 September 2026.
Purpose of the Youth Loan Programme
The affordable youth loan programme aims to help young Tanzanians access resources to:
- Start small businesses.
- Develop medium-sized businesses.
- Establish and grow start-up companies.
- Create self-employment opportunities.
- Invest in livestock production.
- Develop fisheries-related businesses.
The programme focuses specifically on creating employment and business opportunities through Tanzania’s Livestock and Fisheries sectors.
Projects and Activities Supported by the Loans
The Ministry has outlined several areas that can benefit from the youth loan programme.
1. Fish Cage Farming
Young entrepreneurs can apply for support related to fish farming using cages.
This can include equipment and resources required for cage aquaculture projects.
2. Poultry Farming
The programme supports poultry-related projects, including:
- Improved chicken farming.
- Egg production.
- Broiler and meat chicken production.
3. Goat Farming
Eligible youth can apply for support for projects involving goat farming.
4. Sheep Farming
The programme also includes opportunities for young entrepreneurs interested in sheep production.
5. Pig Farming
Young Tanzanians planning to establish or expand pig farming projects may also qualify for support.
6. Fisheries Boats and Equipment
The loan programme covers productive resources related to fishing activities, including:
- Boats for servicing fish cages.
- Fishing boats.
- Fishing equipment and tools.
7. Fisheries Cold Chain Systems
Applicants involved in fisheries businesses may seek support for cold chain systems used in handling fisheries products.
8. Fish Fingerling Production Systems
The programme also supports systems for the production of fish fingerlings.
9. Fisheries Processing Equipment
Young entrepreneurs involved in value addition and processing may benefit from equipment and systems for processing fisheries products.
This includes facilities and equipment such as:
- Small fish drying systems.
- Seaweed drying equipment and dryers.
Who Can Apply for the Tanzania Youth Loans?
Applicants must meet the requirements provided by the Ministry of Livestock and Fisheries.
Age Requirement
Applicants must be between:
18 and 35 years old.
Residency Requirement
The applicant must be a resident of the area where the proposed project will be implemented.
Applicants must also obtain a confirmation letter from Local Government or Village authorities.
Tanzanian Citizenship
Applicants must provide proof that they are citizens of Tanzania.
Accepted identification documents may include:
- National ID (NIDA).
- NIDA Number.
- Voter’s Card.
- Driving Licence.
- Birth Certificate.
- Passport.
Who Can Submit an Application?
Applications may be submitted by:
- Individual young people.
- Youth-owned companies.
- Cooperative societies.
- Groups registered with the relevant Local Government Council.
Documents and Requirements for the Application
Applicants are required to submit a complete application package according to the announced criteria.
The requirements include:
1. Application Letter and Completed Form
Applicants must submit:
- An application letter.
- A properly completed application form.
2. Project Proposal
Applicants must prepare a written document explaining the requirements and needs of their proposed project based on the projects listed in the announcement.
3. Two Government-Recognized Guarantors
Applicants must provide:
- Letters from two guarantors.
- NIDA identification documents for the two guarantors.
The guarantors must be recognized within government leadership structures and will be responsible for repayment if the beneficiary fails to comply with the loan conditions.
4. Good Loan Standing
Applicants should not have non-performing loans from financial institutions or other institutions in Tanzania.
5. TIN for Companies
Applicants applying as companies must provide a Taxpayer Identification Number (TIN).

Office of the Executive Director of the relevant Local Government Council.
Applicants should ensure that their applications meet all the requirements before submission.
