The establishment of the Agency is in tandem with the Government initiatives for realisation of the Constitution of the United Republic Tanzania and Vision 2025 which requires every Tanzanian to be educated.
In order to implement the Vision 2025, the education sector need knowledgeable personnel who are able to supervise and manage institutions including educational institutions. ADEM is operating through three Campuses in Bagamoyo, Mwanza and Mbeya.
Originally, ADEM was known as Management Training of Educational Personnel (MANTEP) Institute established in 1978. The former MANTEP institute and later ADEM are entrusted to train educational personnel (Teachers, Head of School, Education Officers, School quality Assurance Officers, School Committee, School Boards and School Owners and Managers in Education Leadership, Management and School Quality Assurance, in both short Courses and Long Course programmes.
