Phase II will focus on addressing the reduction of youth unemployment, as the data collected throughout the initiative has shown that most of the young people are unemployed graduates, who lack the relevant experience to propel them to employment.

The BEEI initiative will go a long way in assisting the department to mitigate the unfortunate fallout from the COVID-19 academic disruptions we have experienced since the first 2020 national lockdown aimed at containment of the pandemic. The Initiative also aims to provide a protective net for learners at risk of dropping out of school, due to psychosocial challenges.

Through phase I of the initiative, the data collected after placement of the youth, indicated that a noticeable number of unemployed youth placed on PYEI-BEEI had qualifications in various fields. Phase II will also provide experiential learning, whilst ensuring that those who studied Education or are interested in Education as a field of study, will be directed to paths that will lead them back to the sector.

e-Cadres/ ICT Support

To work in IT, one has to be computer savvy and enjoy working on IT systems. The eCadres will add value in the classroom by assisting teachers and learners with troubleshooting of ICT equipment, and uploading educational content on learners’ and teachers’ devices. The need for this transformation is critical and timely, given that the COVID-19 pandemic has accelerated the need to move towards a digital future, where lessons can be provided virtually. When learners and teachers receive the right
support for digital learning, the response is often noticeable. e-Cadres will be deployed in all public schools.

Child and Youth Care Workers (CYCW)

Child and Youth Care Workers (CYCW), will provide learners with much needed psychosocial support within a COVID-19 environment. Psychosocial support is critical, even on an elementary level, as it will assist in reducing the risk of learners dropping out of the system. It can also contribute to an improvement in learner behavior and academic performance.

Reading Champions

Reading Champions will contribute towards improving the culture of reading and literacy rates among learners. Reading Champions deployed in the Foundation Phase will also make a contribution towards improving early grade reading. In Phase I, Reading Champions assisted in reviving school libraries, initiating reading clubs and creating reading corners. This is in line with the sector priority on improving early grade reading

Infrastructure maintenance

As in Phase I, there will be continued focus to support schools in infrastructure maintenance. This will be done by allocating handymen to schools where they are most needed. These cadre of youth will be provided with the necessary training to ensure that they provide good quality work. Learner Support Agents will be appointed among the General School Assistants to support the implementation of sports, arts and culture activities in public schools. Sports and Enrichment Agents Phase II of the Initiative includes a new category for recruitment, which will see young people who are keen in sports enrichment programmes. To participate as a Sports Enrichment Agent, one must be fit, active and have a keen interest to assist schools with facilitating cultural and sports activities.

Overview of Phase I of BEEI

In 2015, Harambee Youth Employment Accelerator committed to scaling up its proven demand-driven model by providing:

Work seeker support includes providing youth with an assessment to provide them with a sense of direction, mentoring, guidance on developing a CV and interview preparation, digital citizenship including an email address, and linking and referral to a range of learning and work opportunities. Finally, collaboration with research institutions, universities, think tanks, and youth program partners will continue to influence systemic change in the labor market by building the case for employers to invest in young, first-time work entrants. Ultimately, the commitment will impact the lives of 300,000 South African youth.

Over the next three years, Harambee commits to scaling up its proven model by providing: (1) job placements/work experiences to 50,000 young people; (2) demand-driven work-seeker support to 250,000 young people; and (3) investment in insights and research to transform the labor market.

Work Seeker Support: Harambee will assist 250,000 youth to acquire demand-driven work-seeker support to improve their ability to independently find work in the economy, whether through opportunities with large employers, small enterprises, community programs, or entrepreneurial ventures. This will involve:

(1) receiving a sense of direction from the assessment conducted, motivation from the network effect of being with other young people and possibility in a previously unguided and lonely job-search. Harambe’s level of scale makes traditional mentorship models difficult to operationalize, so new solutions will be tested, including peer networks and technology forums to connect young people.

(2) Receiving detailed assessment reports outlining their behavioral strengths in relation to the world of work.

(3) Receiving feedback from Harambe’s team including certified psychologists that match to available entry level jobs.

(4) Guidance on how to compile a CV and apply for a job, including interview preparation and documentation requirements.

(5) Linking and referral to a range of learning and work opportunities, aligned to individual profile for success and the needs of the economy, which is informed by Harambe’s ongoing demand side work as well as research conducted for Harambee by McKinsey& Co. (6) Digital citizenship, including an email address which is delivered by Harambee as a module of the work seeker support package.

The SA Youth was officially launched by President Cyril Ramaphosa on Youth Day on June 16, 2021, as part of the Presidential Youth Employment Initiative (PYEI) * and serves to increase opportunities and connect unemployed youth with work and work experience.

SA Youth is a national pathway management network, an initiative that brings together eight government departments led by the Department of Employment and Labour, in a strong partnership with Harambee Youth Employment Accelerator and other organisations, to form a network that will support young people to find pathways into the economy.
